Negombo Prison riot death toll rises to 26
700 inmates transferred to other prisons as government orders formal inquiry
COLOMBO – The death toll from violent clashes at Negombo Prison has risen to 26, Justice Minister Harshana Nanayakkara said Monday (6), after visiting the facility in the aftermath of the unrest that has prompted a government-appointed inquiry and the transfer of hundreds of inmates to other prisons.
The minister said the dead included seven prison officers and 19 inmates, while 23 officers and 54 inmates remained hospitalized. He said CCTV systems and a body scanner at the prison had been completely destroyed during the violence, which he described as a clash between two organized groups within the facility aimed primarily at disrupting prison operations.
A group of inmates identified as being at the centre of the violence has been transferred to Agunukolapelessa and Welikada prisons, Nanayakkara said, adding that the situation had been brought under control “to a certain extent” and that the government was deeply shocked by the incident.
Speaking to media, the minister said he accepted responsibility for the incident as it occurred within an institution under his purview, while stressing that the loss of life could not be justified. “There is deep shock over the loss of human lives. I extend my condolences to the families of the deceased. We must go to the site, investigate what happened, and ensure that such incidents do not happen again. This is not about blaming anyone,” he said.
Nanayakkara said it was now important to examine how the incident occurred, identify any lapses and take swift corrective action. “Instead of regret alone, we must understand how this happened, where the issue lies, and whether anyone acted improperly. We need to ensure these incidents do not recur,” he said, adding that further investigations were necessary given the loss of life.
The Colombo Crime Division and the Criminal Investigation Department have launched investigations into the clash after obtaining a court order, police said, with inquiries set to examine the circumstances of the violence and identify those responsible.
The Department of Prisons said around 700 inmates have been transferred out of Negombo Prison to the Agunukolapelessa, Bogambara, Anuradhapura, Polonnaruwa and Kuruwita prisons as part of efforts to restore order and strengthen security. The department said security at Negombo Prison has been tightened while investigations continue.
Separately, the Cabinet of Ministers has approved the appointment of a committee to conduct a formal and comprehensive investigation into the unrest, tasked with examining its causes, recommending corrective measures and proposing steps to prevent a recurrence. Retired Supreme Court Justice Priyantha Fernando will chair the committee, with retired Additional Solicitor General and President’s Counsel Milinda Gunathilaka and President’s Counsel Mohan Weerakoon as members. The committee is expected to submit a detailed report with recommendations to the government.
Opposition Leader Sajith Premadasa called for an independent and transparent investigation, saying the government must be held accountable for the loss of life. Speaking to reporters, Premadasa said the deaths and injuries pointed to a breakdown in prison administration and institutional inefficiency, and that the current administration should take responsibility, noting that the president had previously argued, while in opposition, that governments should be held accountable for deaths in prisons.
Premadasa said the government had come to power promising systemic change but argued the incident highlighted continued failures in the system, questioning its ability to maintain law and order and ensure effective prison administration. He described the inability to uphold humane prison management as a matter of serious concern and urged the government to explain the circumstances of the incident, saying the public was closely monitoring developments.
