Bill to tighten dog controls, eliminate rabies, presented to Parliament

COLOMBO – A new Bill aimed at eliminating rabies in Sri Lanka through mandatory dog registration, vaccination and measures to control the dog population was presented to Parliament on Thursday (24) by Public Administration, Provincial Councils and Local Government Minister Professor A.H.M.H. Abayarathna.

The proposed legislation seeks to establish a comprehensive legal framework for rabies prevention, including the regulation of dog vaccination and population-control measures.

It also proposes tighter regulation of the commercial breeding of dogs and the introduction of a formal system for registering dogs.

The Bill further provides for the establishment of a National Advisory Committee on the Elimination of Rabies, together with Regional Advisory Committees to support measures aimed at eradicating the disease.

If enacted, the legislation would repeal the existing Rabies Ordinance (Chapter 476) and Dog Registration Ordinance (Chapter 477) and replace them with a consolidated legal framework governing rabies control, dog registration and related matters.

The Bill’s second reading is scheduled to take place in Parliament on Friday (25).
