Cabinet approves Rs. 1.47bn plan to transform 14 cities
COLOMBO – The government has approved an ambitious urban development program aimed at transforming key cities across Sri Lanka into model urban centres, highlighting their unique heritage, cultural identity and tourism potential.
Cabinet approval was granted for a special work plan jointly proposed by the Minister of Transport, Highways and Urban Development, with the objective of enhancing the international appeal of major Sri Lankan cities and promoting them among both local and foreign tourists.
Under the 2026 Budget, Rs 1.3 billion has been allocated to the Ministry of Transport, Highways and Urban Development for city enhancement and tourism-oriented urban development initiatives.
As a first step, four historically and culturally significant cities – Anuradhapura, Kataragama, Colombo and Kandy – will be developed as model cities under a concept designed to showcase their distinctive identities and heritage value.
The project, to be implemented under the guidance of a qualified institution, is expected to cost Rs 325 million in 2026.
In parallel, the government will launch a broader ‘10 Cities Development Program’ aimed at introducing a more structured, prioritized and data-driven approach to urban planning and development.
The program will cover the cities of Jaffna, Batticaloa, Vavuniya, Thambuttegama, Chilaw, Matale, Hatton, Eheliyagoda, Badulla and Matara.
Authorities have identified 217 priority development initiatives across the 10 cities, with plans to fast-track implementation within the year.
Cabinet has approved funding of Rs 1.475 billion for the program, comprising the remaining Rs 975 million from the 2026 budget allocation and an additional Rs 500 million already earmarked for development projects in Hatton and Matale.
The government said the initiative is intended to strengthen urban infrastructure, improve the attractiveness and functionality of cities, and support tourism, economic activity and regional development while preserving the unique character of each urban centre.
