PUCSL trims proposed fourth-quarter electricity tariff hike to 1.46%
COLOMBO –The Public Utilities Commission of Sri Lanka (PUCSL) has reduced a proposed 2.88% electricity tariff increase for the fourth quarter of 2026 (October–December) to 1.46% following its preliminary review of cost estimates submitted by the National System Operator (NSO) and requests made by the distribution licensee, Electricity Distribution Lanka (Pvt) Ltd (EDL).
The Commission said it had initiated the tariff review process and held a public consultation on the proposed revision. It has also decided to seek further views and recommendations from relevant stakeholders before finalizing the adjustment.
Electricity demand for the October–December period has been forecast at 4,796 gigawatt-hours (GWh), with hydropower expected to account for 32.34%, coal-fired generation 25.68% and other renewable energy sources 28.81%. The balance is expected to be met through other thermal generation sources.
The preliminary assessment has also taken into account costs arising from the use of substandard coal during the previous period, as well as increases in capacity costs.
The PUCSL has invited stakeholder submissions and comments, restricting them to specific aspects of the NSO’s proposal, including electricity generation and associated costs, fuel prices, capacity costs and battery energy storage systems (BESS).
